Fallowfield woman charged in animal cruelty case

State police charged a woman Wednesday after a dog living in poor conditions was discovered at her home.

Felicity Renee Frace, 23, of Fallowfield Township, faces misdemeanor charges of cruelty to animals and neglect of animals.

According to the criminal complaint, the morning of Sept. 26 police were called to Frace’s home in the 500 block of Woodward Avenue for a report of a dog trying to escape from a second-story window.

Troopers arrived to see the dog leaning out of a window. A neighbor told police he had not seen the occupants of the home in “weeks.”

Police obtained a search warrant and found the home to be in “complete disarray,” according to the complaint. Charging documents state that a “majority” of the floor space was covered in dog feces and urine.

The door in the room where the dog was located had a hole in the bottom left side, which police say appeared to be from the dog chewing its way from the door.

According to the complaint, the dog was removed from the home and turned over to a Humane Society police officer.

Frace has not been arraigned on the charges, and a preliminary hearing has not been scheduled.
